AWS GovCloud sells compute, storage, and a government-boundary region. It does not include a CUI email suite [3]. AIC CMMC Level 2 is the complete kit: CUI email server, file sharing, privileged access, configuration compliance on connecting machines, training, and the Assessment Binder. You do not need GovCloud to start CMMC.
